Provides for establishment of Cooperatives' Commission as autonomous Federal Government Organ. Objective of Commission is "to enable rural and urban working people to solve the economic and social problems they face by themselves and become self-reliant by being organized in cooperatives different in type and standard depending on local resources." Also regulates powers, duties and organization of Commission.
