The Agency is accountable to the Ministry of Labour and Social Affairs. Its objective is to strengthen and expand private organizations' employees social security programs.

Establishes the Social Security Authority which shall have the power and duty to collect social security contributions, implement relevant laws, disburse benefits and administer numerous other related functions. Also establishes a Social Security Appeal Tribunal.
