    The Act repeals the Transnational Organized Crime (Prevention and Control) Act, 2011 (Act 2011-3) in order to make fuller provision for the prevention of the trafficking in persons and the implementation of the United Nations Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention Against Transnational Organized Crime.

    The Act broadens the scope of the offences by creating an offence where trafficking in persons takes place within the country and creates a special offence with heavier penalties in relation to the trafficking of children.

Also aims at ensuring that all enterprises, irrespective of size, have opportunity to participate equitably in market. Divided into 10 parts. Part 1 contains preliminary provisions. Part 2 establishes Fair Trading Commission. Part 3 provides for anti-competitive agreements, abuse of dominant position, merger and interlocking directorships.     Amends Sections 15, 23 and 78 of Constitution. Establishes that imposition of mandatory sentence of death or execution thereof shall not be inconsistent with Section 15 of Constitution. Also provides for transfer between Barbados and other countries of persons detained in prisons, hospitals or other institutions by virtue of orders made in the course of the exercise by courts or tribunals of their jurisdiction.

    This Act concerns the approval of tourism projects and products and the provision of incentives for sustainable tourism development and related matters. "Tourism project" includes the restoration, preservation and conservation of natural sites and the establishment, restoration, preservation and conservation of monuments, museums and other historical structures and sites. The Minister may require an environmental impact assessment to be carried out for the project to be approved. In order to be financed, projects shall meet environmental standards defined by the Minister of Environment.

    This Act establishes the Agricultural Development Fund and provides for its administration. The revenue of the Fund shall be administered and managed by a specified corporation and be used to finance projects and programmes that are designed for the improved development of agriculture including sugar production, the cotton industry, livestock production, fisheries and horticulture. The Act also establishes a Management Committee. The Committee shall evaluate and approve proposals for projects to be financed by the Fund.

    Section 2 of the Employment (Miscellaneous Provisions) Act is amended by deleting the definitions of "child" and "young person" and substituting the following:

    Definitions of "commercial fishing" and "related activities" are modified. Section 8 is amended by rewording a provision regarding the power of the Minister to grant fishing licences to foreign crafts. Section 10 provides that a sport fishing licences may be issued by the Chief Fisheries Officer in such form as he may approve. This Officer may also issue local fishing licences (sect. 11). Section 12 concerns the issue of commercial fishing licences. Section 18 concerns applications for registration of fishing vessels with the Chief Fisheries Officer. Section 31 provides for certificates of inspection for local fishing vessels.
