    Amends the Displaced Workers Allowances (Bridgetown Harbour) Act, 1961 by deleting paragraph (ii) of Regulation 4 and replacing it with "(ii) he was employed for not less than an aggregate of two hundred and ten days during the period of the three years immediately preceding his date of displacement."

    Provides for the payment of allowances to certain categories of workers and their dependents where such workers are displaced as the direct result of the coming into operation of the Bridgetown Harbour. Defines "displaced worker" for the purposes of the Act. Establishes a Displaced Workers Allowances Board to provide and administer funds designated for displaced persons. Sets the appointment of officers of the Board as well as Board funding. Gives the Board the power to make regulations. Obligates the Board to keep proper financial records and to submit an annual report of its transactions.

Gives the Minister for Labour the power to make loans to persons outside of Barbados for work.

    Sets out provisions relating to the recruitment of workers. Obliges recruiters of workers to be licenced. Restricts the age of workers who may be recruited (minimum of 16 years of age). Requires all recruited workers to be medically examined. States that travel expenses incurred by workers will be paid for by the recruiters as well as expenses of workers who must return home. The Act applies to worker-recruiters in the same manner as it does to recruiters. Makes explicit the areas under which the Minister responsible for Labour may make regulations.
