    Stipulates certain benefits that can be used by employers who have hired disabled persons. Similar benefits are also given to specialized enterprises, centres for the disabled and cooperatives of disabled persons which are members of nationally represented organizations of disabled persons.
    Provides that employers who have hired disabled persons will benefit 30% reimbursement of the paid social security taxes for disabled persons.
    The benefits are given on the basis of the Law on integration of disabled persons and are to be used for investments.

    Provides the procedure for maintaining a special database for disabled persons as well as a special register of the specilized entities and cooperations of disabled persons. A special commision is established to deal with issues as regards the integration of the disabled persons. Also contains special porvisions related to the engagement of disabled persons. In this respect, the Agency of Disabled Persons is obliged to provide information on the possibilities for financing programs on on job possibilities to all interested persons (disabled persons, employers, entities of disabled persons etc.).
    The Decree reppeals the Regulation on the application of the law on protection, rehabilitation and integration of disabled persons of 1996.

    The regulation establishes the structure of the National Council for integration of disabled persons and repeals the National Council for rehabilitation and social integration. The regulation provides for the criteria of representation of disabled persons organizations. The new Council shall protect the rights of the disabled persons and represent them before the national institutions, including tripartite consultations. The Council shall give assistance in maintaining the policy of integration of disabled persons and make the necessary proposals before national institutions in order to increase the social effectivenesss of this process. The council is chaired by the Minister of Labour and Social Policy.

    Sets out the legal framework of the structure, functions and the personnel of the Agency of Disabled Persons. The Agency shall maintain a database for disabled persons, maintain a special register of specialized enterprises of disabled persons, give permission for the production, sale, import and maintenance of equipment and other means of assistance for the disabled (art. 3).
    The Agency shall also elaborate programmes and finance projects for the social integration of disabled persons, and participate and give opinion on the elaboration of laws and regulations with regard to disabled persons.

    Provides for protection of disabled persons and establishes conditions for their integration in the working environment, non-discrimination and assistance for disabled persons and their families. Their integration shall be accomplished through medical and social rehabilitation, education and professional activities, and recruitment. Also specifies the State bodies engaged in the integration of disabled persons and establishes a special consultative body, the National Council for the Integration of Disabled Persons.
    Also establishes a specialized Agency for Disabled Persons within the Ministry of Labour and Social Policy. Provides for the establishment of special programmes for disabled persons, financed on the State budget, municipal budgets, national and international programmes, local and foreign donors.

    Order adopted by the Ordinance No. 72 of 1986 of the Council of Ministers and the Central Committee of Bulgarian Trade Unions. It deals with the placement of persons with a reduced working capacity (Part I) and of workers who are pregnant or nursing infants (Part II). Part III contains specific rules on disabled workers engaged in special workshops. The transitional and final provisions specify that this Decision, which entered into force on 1 Jan. 1987, has been issued in application of the Labour Code and that it repeals the Decision of 17 Dec. 1963, as amended by the Decision of 25 Oct. 1965.
