    La ley comprende definiciones, enumera políticas especiales, y establece medidas sociales y en el campo de la salud, educación, trabajo, arquitectura y urbanismo, transporte, y normas tributarias tendentes a la rehabilitación profesional y empleo de las personas inválidas. Se crea una comisión nacional honoraria del discapacitado.

    Tiene por objeto desarrollar los medios y mecanismos que garanticen el desarrollo integral de las personas con discapacidad de manera plena y autónoma, de acuerdo con sus capacidades, y lograr la integración a la vida familiar y comunitaria, mediante su participación directa como ciudadanos y ciudadanos plenos de derechos y la participación solidaria de la sociedad y la familia.
    El Capítulo III (artículos 26-30) del Título II se refiere al trabajo y la capacitación, en especial a políticas laborales, formación para el trabajo, empleo para personas con discapacidad, empleo con apoyo integral e inserción y reinserción laboral.
    El Título III contempla en Sistema Nacional de Atención integral a las personas con discapacidad.

    Se establece el Consejo Nacional para la integración de las personas incapacitadas. El Título III de la ley trata de la integración social de las personas incapacitadas: gozan del pleno ejercicio de sus derechos, tienen acceso a la educación, a la salud (equipos y prótesis que faciliten su integración), derecho a la asistencia y libre acceso a los servicios e instalaciones de uso público. Los artículos 23 a 25 tratan del derecho al trabajo y el artículo 25 dispone que las empresas públicas o privadas que empleen más de 50 trabajadores tienen la obligación de emplear un mínimo de dos por ciento de incapacitados, siempre que los trabajadores incapacitados reúnan las condiciones de aptitud y capacitación laboral necesarias para el ejercicio de los cargos ofertados.
