Foreign agencies, enterprises and companies already established are required to bring the conditions of employment of their Vietnamese workers into conformity with the Statute within three months of its promulgation. Guide-lines on the implementation of the Statute were made on 26 May 1990, together with a standard employment contract model.

Continuous service shall be deemed to be broken only by the death, resignation, retirement or discharge of an employee; an employee who is discharged and re-engaged by the employer within two months of such discharge shall be deemed not to have broken his continuous service (however, this does not apply to seasonal and contract workers).
