La mentada ley establece normas relativas al trabajo nocturno, que define como aquel que se desempeña entre las 22 horas y las 6 horas del día siguiente. Al respecto, establece una sobretasa mínima del 20% para las distintas áreas de actividad o equivalente en reducción horaria en aquellos casos que no lo tengan comprendido en su salario específico o en su forma de remuneración establecido de acuerdo al laudo, un porcentaje igual o superior a ésta, y dispone que a la mujer grávida o que ha dado a luz, hasta un año posterior a su alumbramiento, se le asignará horario de trabajo diurno por su sola voluntad, sin que signifique pérdida de la compensación por trabajo nocturno.

El decreto en cuestión regula el sistema de ascenso del personal policial a los grados de Inspector General en todos los subescalafones y de Inspector Principal, Inspector Mayor y Comisario Inspector o Mayor en el Subescalafon Ejecutivo, estableciendo que el primer tercio de las vacantes existentes en el respectivo subescalafon al primero de febrero de cada año se llenara por concurso, el segundo tercio por antigüedad calificada y el tercer tercio por selección directa del Poder Ejecutivo entre aquellos Oficiales que cumplan con todos los requisitos para el ascenso. Asimismo, determina los factores que han de tenerse en cuenta en el concurso de méritos.

El citado decreto reglamenta el art. 96 de la Ley núm. 19149, de 24 de octubre de 2013, que faculta a la Dirección Nacional de Sanidad de las Fuerzas Armadas a realizar contratos laborales, de acuerdo a lo dispuesto en el art. 54 de la Ley núm. 18719, para desempeñar tareas vinculadas a la Dirección de Arquitectura e Ingeniería Hospitalaria. En tal sentido, establece el procedimiento de contratación; impone a cargo de la Dirección la obligación de realizar los aportes correspondientes, incluidas las prestaciones del Seguro por Enfermedad, y asegurar al contratado en el Banco de Seguros del Estado; y establece que las contrataciones no podrán tener un plazo inicial superior a los 24 meses y que la contratación no otorgará derechos ni expectativas jurídicamente invocables para acceder a un cargo presupuestal. Finalmente, aprueba el modelo de contrato laboral incluido en su anexo.
