    These Regulations were promulgated under the authority of the Maritime Act. Chapter 1 pertains to the registration and certification of various classes of officers and crew members; it includes examination subjects for each employment category as well as various fees related to certification. Chapter 8 contains the manning requirements of various classes of merchant ships. It also provides a standard agreement between seamen and ship master establishing the duties and responsibilities that each has to the other.

Si la relación de trabajo termina por voluntad del patrono en un puerto distinto al de contratación o al de residencia del tripulante, el patrono proveerá los gastos de traslado y manutención del tripulante hasta el lugar de contratación. Se establecen disposiciones sobre el descanso y las vacaciones, se excluyen las huelgas en puerto extranjero, etc.
