Résumé/Citation: The stated purpose of the Act is to provide for participation by all South African citizens in the planning and preparation of a new constitutional dispensation and to afford Black South African citizens a voice in the processes of government. Provides for establishing a Council and sets forth its composition and methods of operation, as well as the qualifications for membership.
