Amends Constitution of Republic of South Africa with respect to various financial matters. Provides for introduction of certain financial legislation in the National Assembly, extends definition of "money bill", regulates withholding of funds by national treasury if organs of state commit a serious and material breach of legislation prescribing treasury standards, and deals with various related matters. |
