| Résumé/Citation: | Sets forth the conditions for civil servants in federal state governments with regard to the status of civil servants, their promotion and retirement. Civil servants shall be German citizens (with certain exceptions granted for university professors), shall be restrained in their political activities, and shall not espouse views which are inimical to democracy. |
