Résumé/Citation: Inserts a new s. 1a which provides that social assistance benefits may be withheld if the beneficiary or the person from whom benefits are derived committed acts against "humanity" or the principle of the "legal state" (Rechtsstaalichkeit) and applied for such benefits after 13 November 1997. Membership in the SS shall constitute grounds for review if an applicant is entitled to benefits.
