Résumé/Citation: Amends Section 19 by adding restrictions concerning foreign students and trainees (apprentices) along with sanctions for any institution giving false certificate of studies or training to a foreigner. The student card is not valid in case of non-inscription or absence in the above-mentioned institution or school.
