Second Region

Establishes a system based on mandatory and voluntary medical insurance, a free choice of the medical insurance company and the physician, and patient's control over the fulfillment of the insurance contract. The mandatory insurance is universal. States the terms of the medical insurance contract and determines the basic rights and obligations of the insured citizens, insurance companies and organizations providing medical services. Also deals with the question of funding Russia's healthcare system. Available in English.
