Résumé/Citation: Amends the 1993 Constitution to provide for the appointment of a Deputy President of the Constitutional Court and to determine the quorum of the Constitutional Court. Empowers the President to determine the renumeration and allowances of the Premier and members of the Executive Council. Contains numerous provisions relating to traditional leaders and local government, and provides for the appointment of a Secretary for Defence.
