Sets forth provisions regulating the Executive, the National Council and the Judicature. Chapter II provides for basic rights and freedoms of the individual: right to life; protection from forced labour; freedom of movement; freedom of thought, conscience, religion and faith; freedom of expression; freedom of association; rights of minorities and ethnic groups; freedom of choice of profession; right to work; right to strike; protection of women, minors and disabled; right to legal protection. Chapter III deals with the economy. Chapter IV concerns the territorial self-administration. Chapters V, VI and VII relate to the executive, legislative and judicial powers. Chapter VIII concerns the public prosecutors. English translation available.
