The Act consolidates and amends the law relating to the registration and regulation of trade unions and employers' organizations, the prevention and settlement of disputes between employers and employees, and the regulation of terms and conditions of employment by agreement and arbitration. Further, it provides for the establishment of a National Manpower Commission and defines its functions, and for the establishment of an industrial court and a labour appeals courts. It also includes measures for the control of labour brokers and the registration of labour brokers' offices. The Act is applicable to migrant workers. Consequently, they enjoy the same rights of freedom of association and protection against victimization as workers with South African citizenship.
