Employers are responsible for ensuring that children under the age of 15 years that are employed in the enterprise are employed only in light work as set out in the list of light work which is permissible annexed to the Circular. They must also ensure that children have a health certificate before they begin work, that the workplace meets the occupational safety and health standards and that they implement the provisions of the Labour Code concerning children. When employing children for the first time, they must inform the Ministry of Labor, Invalids and Social Affairs of their province or city. Each year they must send a report to the Ministry concerning the employment of children along with the annual OSH report. Also sets out the responsibilities of the Ministry with respect to the employment of children.

According to the Circular, children under the age of 13 years are able to be employed as actors or actresses and athletes. Children between the ages of 13 up to 15 years may be employed in
- traditional jobs, arts and crafts;
- wicker, making home appliances, fine art crafts from natural materials such as: rattan, bamboo, neohouzeaua, coconut, banana, water hyacinth;
- Rearing silkworms; and
- Packing coconut candy.
