Abstract/Citation: Article 1.
Amends the Act Regulating the Employment of Foreigners with respect to foreigners access to the Austrian labour market. the following sections have been amended or introduced:
§ 4 conditions to be met by employer when engaging foreigner worker
§ 5 (new section) Fixed term foreign workers
§ 11 amendments dealing with security certificate
Introduces new Section IIa concerning admission criteria for key employers. This section consists of following subsections:
- Particular higher qualification
- Skilled workers in sectors where this is a labour shortage
- Other key staff and graduates
- EU Blue Card
- Admission procedures
- Professionals Regulation
Introduces new Section IIb concerning federal maximum number
§ 28c new punishable offences
§ 29a Liability of the principal
§ 30b Exclusion and repayment of public subsidies.

Article 2.
Amends the Unemployment Insurance Act 1977, § 22 Al. 1 dealing with unemployment by making changes to the wording.
