Establishes the Technical and Vocational Education Project which shall provide qualified workers for the cause of national industrialization and modernization. The Project shall reform the vocational education system, set up a labour-market information system, establish a standardized training curriculum for the main industrial sectors, train teachers, and invest in 15 key schools.
