Consists of 11 Chapters and 106 Articles. Chapter 3 contains provisions on fundamental rights and freedoms. These include: the prohibition of pardons for persons accused of crimes against humanity (Art. 28); the right to freedom of opinion and assembly (Art. 29 and 30); the rights of women to remedial and affirmative measures designed to promote their well-being, including maternity leave with full pay (Art. 35); the rights of nationalities and peoples, including the right to secession (Art. 39); and labour rights, including the right to strike. Chapter 6 establishes two Federal Councils: the Council of Peoples' Representatives and the Federal Council. Chapters 7 and 8 set forth provisions relating to the powers of the President and the Prime Minister. Chapter 9 outlines the responsibilities of the judiciary, including the Supreme Court and the Judicial Administration Commission.
