Second Region

Establishes a National Human Rights Commission, State Human Rights Commissions in States, and Human Rights Courts. The functions and powers of the National Human Rights Commission include, inter alia, inquiring into complaints of human rights violations by public servants; examining the conditions of jail inmates; reviewing safeguards provided in the Constitution or other laws for protection of human rights; promoting awareness of human rights and enabling non-governmental efforts for the promotion of human rights. The State Human Rights Commissions are patterned after the National Commission, but have a regional specificity in their constitution and range of functioning.
