| Abstract/Citation: | Since 1983, mobility of technological staff in state owned economic sectors has been allowed in limited circumstances. This Circular reassures and further promotes the mobility of this group of personnel in order to solve the problems of 'idleness, wastage and improper deployment' of technological staff in planning economy. |
