This is a Proclamation of President Mengistu Hailemariam. Part 1 establishes a system of social courts and maintains the independence of the judiciary. Part 2 provides for the election of judges and their terms of office. Part 3 specifies the jurisdiction of the social courts and Part 4 describes court procedures.
