Technical support on employment policies for youth, women and migrants in Moldova

The project aims to improve employment policies with particular attention to women and young people. The focus of the intervention will be on the implementation of the National Employment Policy, the design and implementation of the Territorial/Local Employment Pacts and the implementation of the recommendations coming from the functional audit of the Public Employment Service.

The main objective of the intervention is to improve employment policies with particular attention to women and young people and to consolidate the capacities of Moldovan constituents involved in the implementation of the National Employment Strategy. The approach of the intervention is based on the involvement and participation of job-seekers and employers in implementing the measures to promote more and better jobs, and for tackling inequalities in the labor market.

The focus of this intervention will be threefold:
  1. implementation of the National Employment Policy;
  2. design and implementation of Territorial/Local Employment Pacts based on the role of the tripartite Territorial Commissions for Consultations and Collective Bargaining;
  3. implementation of the recommendations from the functional audit of the Public Employment Service (PES), particularly with regard to the changes in the organizational setup, the extension and improvement of services and outreach of the PES.
In the framework of the Decent Work Country Programme Moldova 2016-2020, the intervention seeks to enhance capacities to define and implement a more comprehensive employment framework at national and local levels in line with the new UN Joint Programming Framework (UNDAF 2018-2022), as well as Moldova’s commitment to the Sustainable Development Goals.  Goal 8 refers to promotion of inclusive and sustainable economic growth, employment and decent work for all.
