Rights at Work: Promoting Harmonious Labour Relations through Collective Bargaining in China
The project is to strengthen collective bargaining processes and institutional capacity for more inclusive & sound labour relations at various levels.
Background
Over the past three decades of economic and social transformation, labour relations in China experienced rapid changes. In particular, interest-based collective disputes involving worker demands of higher wages and social protection have been on the rise.The goal of building ‘harmonious labour relations’ has been widely espoused by policymakers as a key pillar of the country’s economic and social development. Collective bargaining has been promoted as a key mechanism for regulating labour relations, and recognized as an effective approach for improving employment and working conditions for workers while enahancing enterprise productivity and sustainable development.
Objectives
- To strengthen collective bargaining processes and institutional capacity for more inclusive & sound labour relations at various levels
- More effective institutions and governance frameworks for collective bargaining and labour dispute resolution
Expected outcomes
- Workers, employers and their respective organizations in the pilot programmes strengthen their institutional capacity to negotiate a range of issues in collective contracts and to extend the coverage of collective contracts that represents the rights and interests of vulnerable groups of workers
- Enhanced legislative provisions on collective bargaining and collective interest dispute resolution in national and local laws
- Gender as cross-cutting issues will be addressed in the project implementation
