  1. 7th ASEAN Forum on Migrant Labour (AFML)

    20 - 21 November 2014

    The 7th ASEAN Forum on Migrant Labour (AFML) is held on 20-21 November 2014 in Nay Pyi Taw, Myanmar. The ASEAN Forum on Migrant Labour is an open platform for the review, discussion and exchange of the best practices and ideas between governments, workers’ and employers’ organizations, and civil society stakeholders on key issues facing migrant workers in ASEAN. This year, the overall theme of the AFML is “Towards the ASEAN Community by 2015 with enhanced measures to protect and promote the rights of migrant workers”. There also are two subthemes, which are: “Promotion of fair and appropriate employment protection, payment of wages, and adequate access to decent working and living conditions for migrant workers” and “Coordination and role of key stakeholders to set up and implement policies and procedures to facilitate aspects of migration of workers, including recruitment, preparation, protection abroad, and return and reintegration”.

  2. National policy dialogue on "ASEAN Community 2015: Managing integration for better jobs and shared prosperity”

    The International Labour Organization (ILO) and the Asian Development Bank (ADB), with support from the ASEAN Secretariat, have conducted a study on ASEAN Community 2015: Managing integration for better jobs and shared prosperity. The report examines the impact of the AEC on labour markets through economic model simulations, with the aim of offering evidence-based policy recommendations towards fostering better jobs and equitable growth. The study highlights priorities to address the challenges and opportunities of the AEC in terms of strengthening regional cooperation mechanisms, facilitating structural change and improving job quality, enhancing skills development, boosting productivity and wages, and managing labour migration.

  3. Training on Ethical Recruitment for Private Recruitment Agencies

    To develop and implement training modules on the principles of and business case for ethical recruitment practices for recruitment agencies catering to international migrants and health professionals.

  4. Regulating recruitment: labour and criminal justice responses in preventing trafficking in persons and migrant exploitation

    A tripartite consultative workshop jointly organized by the ILO and UNODC.

  6. Protecting Domestic Workers with ILO Convention No. 189 – Enhancing Women’s Economic Empowerment and Decent Work

    This side event is to advocate with Asia and the Pacific member States to adopt labour, social protection and migration laws and policies covering domestic workers in line with the Convention 189 and related CEDAW principles, (including CEDAW GR 26) and recognize the gender-specific challenges that are inherent in the work of domestic workers.

  7. ‘No one should work this way’ Preventing the abuse of domestic workers: Exhibition and discussion

    For the last 18 months the Bangkok-based journalist Karen Emmons and the photographer Steve McCurry have been working on a documentary project to record and expose some of the abuses faced by migrant domestic workers.

    ILO is pleased to share that after extensive collaboration with a rage of stakeholders from June onwards the Code of Conduct and the Classification System for the recruitment agents are finalized. The planning, development and validation process has been undertaken under the leadership of the Director-general of the Bureau of Manpower Employment and Training (BMET) who heads the Technical Committee for the Development of the Code of Conduct and Classification System for the Recruitment Agents.

  11. ASEAN Regional Conference of Senior Official on Strengthening the Protection and Empowerment of Women Migrant Workers

    13 November 2014 - 22 December 2015

    ASEAN Regional Conference of Senior Official on Strengthening the Protection and Empowerment of Women Migrant Workers is held on 13-14 November 2014 in Quezon City, Philippines. The ILO ATP in collaboration with the ASEAN Committee on Women (ACW) and ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) convened a Conference among senior officials, with special focus on vulnerable groups of female migrant workers: those in domestic work, those who are victims of forced labour and trafficking, and those who are in the midst of crisis situations in destination countries. The Conference strengthened regional coordination and information sharing for the protection and empowerment of women migrant workers, and increased knowledge on and promoted gender-responsive labour migration policies and programs in both labour sending and receiving states in ASEAN. The Conference concluded with recommendations to enhance migration policies and programs affecting women migrant workers in ASEAN.

  12. Workshop on Recrutiment Agencies and International and National Partnerships

    12 - 13 November 2014

    Private employment service providers, called the recruitment agents in Bangladesh, have been one of the lead actors in international job placement of low- to semi-skilled Bangladeshi workers in the international labour market. Given the profile of the client-group, the recruitment agents are expected to do more and better with less resource. There is a consensus among people and policy-makers that employment services are essential for Bangladeshi job-seekers but there is critical need to reform the recruitment practices and professionalize service delivery. As a result, the model of recruitment agents as being “manpower exporter” is no longer desirable. There is a consequent need for the recruitment agents to gradually move to a role as a genuine employment service provider, that includes the role as the co-ordinator/promoter of networks of different service providers within Bangladesh and between Bangladesh and a country of destination.

  13. ILO and ECOP Capacitate MSMEs on Labour Law Compliance through Social Dialogue in Naga City

    Recognizing the key role of micro small and medium scale enterprises (MSMEs) in the Philippine economy and the challenges they face in complying with minimum labour standards, the ILO in partnership with the Employers’ Confederation of the Philippines (ECOP) conducted a series of two-day training workshops on “ Capacitating Employers to Implement the Labour Law Compliance System (LLCS) through Social Dialogue”.

  14. Workshop on regional and bilateral cooperation among the civil society organizations (CSOs)

    10 - 11 November 2014

    The International Labour Organization (ILO) is organizing a two-day-training workshop on regional and bilateral cooperation among the civil society organizations (CSOs). The non-governmental and civil society organizations, including the trade unions, have a key role in the ILO Agenda for Fair Migration. The Annex II to the ILO Multilateral Framework on Labour Migration lists examples of good practices indicating how Governments, social partners (employers and workers organizations), as well as NGOs, have put in practice the principles of labour migration policies. This workshop is an attempt to motivate the CSOs to consider ways they could collaborate to bring out the regional profile of labour migration, particularly, low-skilled workers migration, from South Asia.

  15. Municipal Local Government Units Orientation Seminar on the Programme on Local Economic Development for Enhanced Governance and Grassroots Empowerment (PLEDGE)

    The PLEDGE programme conducted an orientation seminar to present the programme overview, conceptual and operating framework and explain the role of Bangsamoro Development Authority (BDA).

  16. Validation Workshop for National Occupational Standards/Qualification Packs for Assessors and Trainers

    ILO has led the process for preparation of National Occupational Standards/Qualification Packs for Assessors and Trainers in India, guided by an Industry Advisory Group. The workshop is a final validation consultation before finalization of the NOS/QPs.

  17. Employers’ Regional Workshop: Hiring Migrant Workers – The Regulatory Environment

    6 - 7 November 2014

    Employers’ Regional Workshop: Hiring Migrant Workers – The Regulatory Environment was held on 6-7 November 2014 in Bangkok, Thailand. This workshop is organized by the ATP in collaboration with the ILO’s Bureau for Employers Activities (ACTEMP) and the ASEAN Confederation of Employers. The workshop aims to support employers’ organizations to respond sufficiently to issues related to recruiting migrant workers in ASEAN. The workshop plans to increase businesses’ understanding of the implications of having regional recruitment infrastructure conductive to the free flow of skilled labour.

  18. Workshop Series on Actuarial Pension and Employment Injury Schemes in Indonesia

    5 - 7 November 2014

    Since January 2014, the government of Indonesia has implemented Law No.40/2004 on National Social Security System that mandates the extension of social security coverage to the whole population in the classification of health, employment injury, provident fund of old-age benefit, pension, and death.

  1. Lessons Learnt and Strategizing Workshop on Return and Reintegration of Migrant Workers 30-31st October 2014, Colombo

    TILO provided technical support to the Ministry of Foreign Employment Promotion and Welfare and the Sri Lanka Bureau of Foreign Employment, to conduct the Lessons Learnt and Strategizing Workshop to seek strategic input from key stakeholders in the migration sector with the overall objective of developing a National Plan of Action on Return and Reintegration.

  2. Private Sector Dialogue on HIV Workplace Programmes and VCT@Work Initiative

    Private sector holds an important role in creating and maintaining a sustainable programmes and policie sthat will protect the rights of their workers, including protecting them from HIV tranmissions. ILO works to engage private sectors to raise awareness and convince enteprises to take part in the initiatve, promote early HIV detection to their workers and provide refferal system for workers who test positive.
