Programmes and projects

The ILO operates a wide range of programmes and projects in Asia Pacific focusing on relief and development challenges. The overall purpose of this technical cooperation is to support implementation of the Decent Work agenda in each country.

  1. Way Out of Informality: Facilitating Formalization of the Informal Economy in South Asia

    1 June 2012 - 30 June 2017

    The project aims to facilitate the formalization of some selected sectors in the informal economy and support the discouragement of informalisation of jobs and enterprises in the formal economy.

  2. Labour Governance & Migration

    1 June 2012 - 1 June 2014

    This multi-country technical cooperation project has two main components: strengthening labour market governance and improving the development impact of labour migration.

  3. Green Jobs Malaysia

    15 May 2012 - 31 December 2015

    The Green Jobs Malaysia project will develop the analytical capacity of ILO constituents in Malaysia to assess the economic and employment impacts of a green development strategy through the development of a green jobs mapping study and a new analytical modelling tool (Green DySAM), to enable decision makers to better understand the employment (green jobs), income distribution, CO2 emissions and economic implications of a green development strategy.

  4. Promoting Gender Equality and Women's Empowerment in the World of Work in Brazil, Angola, South Africa India, China (BASIC)

    1 May 2012 - 31 March 2014

    This project aims to tackle sex-based discrimination and promote workplaces where women and men enjoy equal rights and respect, as well as equal opportunities and treatment.

  5. The Solomon Islands Human Security project

    1 May 2012 - 15 October 2015

    The goal of the initiative is to enhance human security for the selected communities and ex-combatants in the Solomon Islands by reducing tensions and promoting peaceful and sustainable measures for their survival and dignity.

  6. Tripartite Action for the Protection and Promotion of the Rights of Migrant Workers in the ASEAN Region (ASEAN TRIANGLE Project-Philippines)

    1 May 2012 - 13 December 2016

    The Project aims to significantly reduce the exploitation of labour migrants in the region through increased legal and safe migration and improved labour protection. The project promotes both bilateral and regional approaches to deal with shared concerns, make regionalism more effective, and enhance the capacity of institutions in ASEAN. The project objectives are in line with the strategic priorities of the ASEAN Labour Ministers Work Programme (2010-2015).

  9. People-centered Development Programme (PcDP) Phase II: The Implementation of Institutionalizing Sustainable Livelihood Development for Papuan Communities

    The Project aims to improve community welfare, in particular of indigenous Papuans through the functioning of local Government and civil society basic systems and processes for sustainable livelihood development in Papua region.

  10. Promoting Rights and Opportunities for People with Disabilities in Employment through Legislation (PROPEL – Indonesia) - Phase II

    1 May 2012 - 31 March 2016

    Better work and employment opportunities created for men and women with disabilities, through the creation of an enabling legal and policy environment, the promotion of skills development opportunities and measures to eliminate discrimination. The first phase of PROPEL - Indonesia was conducted from 2012-2013; while the second phase is started from 2014 until 2015.

  11. National Employment Dialogue

    12 March 2012 - 31 December 2014

    In light of the growing employment challenge in Afghanistan the UNDP contracted ILO’s technical expertise to launch a National Employment dialogue with all national stakeholders. The efforts of the past ten years had not yet begun to address the growing needs and the transition, and therefore reduced international funding, was foreseen to potential exacerbate an already difficult situation. Out of the working population of over 12 million and a labour force participation of just over 8 million (NRVA 2007/2008), 7.1 per cent were unemployed whilst 48,2 per cent were underemployed and 77 per cent were in vulnerable employment. With 49 per cent of the young population being under the age of 15, Afghanistan sees nearly half a million individuals wishing to enter the labour market every year.

  12. Promoting the Effective Recognition and Implementation of the Fundamental Rights of Freedom of Association and Collective Bargaining in the Philippines

    This project emanates from observations and concerns expressed by the ILO supervisory bodies regarding difficulties in the exercise of the fundamental rights of freedom of association and collective bargaining.

  13. PROMOTE: Decent Work for Domestic Workers to End Child Domestic Work

    1 March 2012 - 31 March 2018

    The Project aims to reduce child domestic workers significantly by building institutional capacities of domestic worker organizations to promote decent work for domestic workers effectively.

  14. Roads for Development (R4D) (Timor-Leste)

    1 March 2012 - 31 December 2016

    The R4D project will bring social and economic benefits to women and men in rural Timor-Leste by carrying out rehabilitation and maintenance of rural road networks.

  15. Mentawai Islands Livelihoods Recovery Programme

    1 March 2012 - 31 October 2014

    The programme aims at supporting the recovery of the productive economy in communities affected by the 2010 earthquake and tsunami through supporting recovery of the agriculture and fisheries sectors, facilitating development of the agricultural and fishery value chain and supporting strategic planning on basic service provision, including water and sanitation.

  16. Community-based Emergency Employment (Cash-for-Work) and Reconstruction Project

    2 January 2012 - 31 December 2013

    The project aimed to implement an employment and livelihood recovery response in the aftermath of the Typhoon Washi and ensure a job-rich recovery process resilient to future natural disasters by applying a climate change adaptation approach.

  17. Forced Labour Action in the Asian Region Project (FLARE) - Phase 1

    2 January 2012 - 31 December 2014

    The project strengthens action against forced labour in the East and South-East Asia, building on the emerging political consensus that forced labour should not be tolerated either in the private economy and global supply chains, or in its more traditional state-imposed forms.

  18. Occupational Safety and Health in Hazardous Work in Southeast Asia

    1 January 2012 - 31 December 2014

    The project aims to address occupational safety and health (OSH) in hazardous industries in Viet Nam and Cambodia, strengthen national OSH systems in line with the on-going national OSH programmes, and improve OSH standards at workplace level.

  19. Indonesian Green Entrepreneurship Program (IGEP)

    1 January 2012 - 31 December 2014

    To assist Indonesia’s economic plan, promote entrepreneurship and decent employment opportunities, the ILO has launched the Indonesian Green Entrepreneurship Program (IGEP), jointly with the Ministry of Manpower and Transmigration, Central Bank of Indonesia and BAPPENAS.

  20. ILO/ACTRAV Norway Project: Trade Unions for Social Justice in Nepal

    1 January 2012 - 31 December 2015

    ILO/ACTRAV, with support from Norway, has been carrying-out this project in Nepal since early 2007. The ultimate goal of the project is to enhance the capacity of the trade unions in Nepal for effective and active involvement and participation in social dialogue at different levels. The project has been supporting the major trade unions to enhance their capacities in dealing with youth employment, freedom of association and collective bargaining and eliminating child labour.
