Lao People’s Democratic Republic considers ratifying ILO Labour Inspection Convention

The one-day workshop was organized on 14 September 2015 to discuss with national authorities including workers’ and employers’ organizations the scope of ILO Convention no. 81 and identify where national laws and practice are currently in compliance and where improvements would be needed.

Vientiane (ILO News) – The possibility of the Lao People’s Democratic Republic ratifying ILO Convention No. 81 on labour inspection was discussed at a meeting, on 14 September 2015, in Vientiane.

The one-day workshop was organized to discuss with national authorities including workers’ and employers’ organizations the scope of this Convention and identify where national laws and practice are currently in compliance and where improvements would be needed.

Convention No. 81 provides a framework for countries to bring their labour inspection systems into line with international labour standards and as a result to improve the working conditions of women and men workers. It is considered by the ILO as a priority labour market governance Convention and has already been ratified by 145 countries.

“Ratifying and implementing this Convention would be a positive step as Lao becomes more active in regional and international trade systems and as it enters the ASEAN Economic Community (AEC). It would also directly contribute to the country’s overall social and economic development goals for 2020 by ensuring a more robust system of labour market governance” said Mr Maurizio Bussi, Officer-in-Charge of ILO Country Office for Thailand, Cambodia and Lao People’s Democratic Republic.

“An effective system of labour inspection ensures workers benefit from fair and safe working conditions and better workplace relations. These improvements in turn can help employers enhance productivity, profitability and competitiveness within the AEC, while addressing decent work deficits in global supply chains.” Mr. Bussi added.

The workshop was organised by the Ministry of Labour and Social Welfare (MoLSW), under the auspices of the ILO project ‘Improving the Garment Sector in Lao People’s Democratic Republic: Compliance through Inspection and Dialogue’, which is supported by a multi-donor trust fund administered by the World Bank.

Those attending the meeting included, the MoLSW, the Lao Federation of Trade Unions (LFTU), the Lao National Chamber of Commerce and Industry (LNCCI) and other government departments.

“The government of Lao People’s Democratic Republic is committed to improve its labour inspection system as well as strengthen capacity of the labour inspectors nationwide. This is to ensure the improvement of working conditions, productivity and competitiveness in Lao People’s Democratic Republic. Consultations regarding the ratification of these Conventions are being undertaken with the tripartite partners and will be ongoing with the support of the International Labour Organisation,” said Director General Phonxaysack Inthalath, Department of Labour Management, as he opened the workshop.
