Backround

There is no universally accepted definition of temporary labour migration. Countries have sovereignty in the establishment of visa schemes and modes of admission of foreign nationals, and definitions necessarily vary.

Since the end of the nineteenth century, countries have experimented with multiple forms of temporary labour migration that have varied over time and within regions.

The various temporary labour migration schemes and programmes put into question the “contours” of migration policy, as an inquiry into their effects pushes the analysis beyond “admission” (as regulated by visa categories and forms of entry) to include policies around integration and inclusion, and undeniably labour rights. Thus, understanding the nature and scope of temporary labour migration requires broadening our lens to assess in what ways these schemes could contribute to decent work and a human-centred approach to the world of work as we rethink recovery in a post-pandemic world.

During the 346th Session, the Governing Body of the ILO requested the Director-General to take into account its guidance concerning the proposed ways forward to maximize the opportunities and minimize the risks associated with temporary labour migration, including exploring further good practices and means for their implementation, and enhancing the participation of the social partners in the design, monitoring and implementation of temporary labour migration schemes of all types.
