Policy paper on “Bridging the employability skills gap in the higher education in Egypt”

The ILO- UCCD project in cooperation with the Public Policy HUB – The American University in Cairo, supported the development of a policy paper and its policy brief on “Bridging the employability skills gap in the higher education in Egypt”.

The policy paper and policy brief presented an analysis to employability skills gap in the higher education in Egypt, examined the government efforts, reviewed international experiences, and capitalized on the wealth of information derived from field interviews and surveys, implemented by the University Centers for Career Development project (UCCD).

The paper comes with five proposed alternative solutions for the problem that focus mostly on the supply side of the equation.
The five alternative solutions are as follows:
1) maintain and support a mechanism for active collection, analysis, reporting and dissemination of comprehensive data on labour market needs;
2) incorporate a new standard for linking theory to practice within NAQAEE’s assessment of the quality of HE programs, with clear KPIs;
3) establish a performance-based budgeting system for universities linked to the universities’ ability to bridge the employability gap;
4) revamp the University Centers for Career Development within universities and expand their scope of work;
5) revise the faculty promotion and appraisal system to include measures for linking theory to practice.
