Labour Migration Governance for Development and Integration in Africa

The African Union Commission (AU), the International Labour Organization (ILO), the International Organisation on Migration (IOM) and the United Economic Commission for Africa (UNECA) will hold an information session on the newly adopted Joint Labour Migration Program for Africa.

ADDIS ABABA – The African Union Commission (AUC), the ILO, the IOM and the UNECA will be briefing development partners on the freshly adopted Joint Labour Migration Program for Africa, on Wednesday 18th February.

The interactive session will be attended by the ILO Assistant Director-General and Regional Director for Africa, Aeneas Chapinga Chuma; AUC Director for Social Affairs, Ambassador Dr. Olawale I. Maiyegun, as well as Senior Representatives of the IOM and the UNECA.

High on the agenda is the presentation of the Joint Labour Migration Program by Cynthia Samuel-Olonjuwon, Co-Chair of the Employment and Labour Sub-Cluster, AU-UN Regional Coordination Mechanism.

This high level platform aims at mobilizing a broad-based coalition for implementing the Joint Labour Migration Program. The session is open to African Member States of the AU as well as interested development partners such as the European Union, DFID, CIDA, African Development Bank, USAID, USAID, Switzerland, France, Italy, Norway, Swede, Qatar, United Arab Emirates and Saudi Arabia.

The Joint Labour Migration Program briefing session will introduce key policy instruments and good practices of the AU-led initiative supported by the ILO, the IOM and the UNECA.
 

BACKGROUND:
 

The Joint Labour Migration Program was formally adopted in January 2015 by African Heads of State and Government as a comprehensive programme on labour migration governance.
  • This is the first time that three key concerned international institutions - ILO, IOM and UNECA – work together to support the Continental Organization to design and implement a comprehensive, operational, political, technical and practical programme aimed at the development and the integration of Africa in the crucial field of migration and mobility.
  • It is also the first global initiative focused on supporting effective implementation of human mobility rules as key to development and integration in the increasingly significant Regional Economic Communities.
  • The Joint Labour Migration Program is an achievement unprecedented in any other region. It is a strategic and flagship initiative in support of the implementation of the labour migration priority of Ouagadougou + 10 process.
